Massachusetts was one of the first countries to ban Happy Hours, it is a matter of 1984. Happy Hour simply means that businesses keep falling material prices to keep their prices high. Restaurants and bars in the above-mentioned states do not need to lower their price to increase sales of their alcoholic beverages to attract customers.
There are many reasons for Happy hours to be banned, but the most prominent among them is "discouraging binge drinking", and I think that's a very good reason. Bar or restaurant owners offer a higher discount on the price that customers are willing to drink more, which increases the bar owner's sales, thus lower profits but double sales. People are more likely to engage in public indecency or drunk driving, and the state is trying to avoid the possibility of this happening, or at least minimizes the likelihood of it happening. Ultimately, they are thinking about the safety and health of the people.
